1 EXECUTIVE SUMMARY

1.1 Overview

• Gwer-Hamdaniya block sits across two administrative districts; Hamdaniya district in Ninewa province, and Makhmour in Erbil province. The concession covers a vast area, much of which falls within Hamdaniya. The area is effectively a conflict zone. The concession is held by Komet Group but there have been no activities by the operator at the block.

1.2 Political environment

The political risk to Gwer-Hamdaniya block is extreme. This reflects a number of issues facing the block area. Prominent among these is the deep political divisions and the fragmentation of political and security control in the area. Following the invasion of the Islamic State (IS) in the area, and the collapse of all government authority, the vacuum following the group’s ouster from the area has been filled by competing militia groups. These divisions in turn reflect the diverse nature of the area’s demographic as it is home to Christian, Shabak, Kakai and Arab minorities. Furthermore, the block lies within territory that is disputed between the federal government of Iraq in Baghdad and the Kurdistan Regional Government (KRG) in Erbil. The KRG lost control of much of the area in 2017 and there is some hostility to it among certain parts of the population. These issues are likely to raise suspicion of any IOC contracted by the KRG to operate the block.  

1.3 Social environment

The risk from social factors in Gwer-Hamdaniya is extreme. The risk is driven by the complexities of the area’s demographics. The area is ethnically and religiously diverse, and relations between the area’s constituent groups is often fraught as a result of decades of conflict and mistrust. Ethnic divisions will likely be a long-term risk in the area. Furthermore, following the devastation of the invasion by IS, the area is in much need of investment, and social needs are high. There are no activities by the operator  currently, however, once work commences, the demands on the IOC will be high.

1.1 Environment

The environmental risk in the area is medium. The environmental issues facing the area include, the condition of the local rivers; recent wildfires in Ninewa and Makhmour; and destruction resulting from conflict. These issues are likely to come to the fore more prominently with the entry of an IOC to operate the block. 

1.2 Security environment

The risk from security is extreme. This is due a number of factors; the proximity to IS cells and the continuation of sporadic attacks; the lack of centralised or well coordinated security in the in the area as security provision is highly fragmented and localised; and the potential for clashes between armed groups in the area.
